Editorial update: October 16, 2026. General educational information.
Wyoming oil and gas regulation relies on enacted statutes, effective agency rules, and well-specific or unit-specific orders. Verify the exact Wyoming Oil and Gas Conservation Commission docket, signed order, effective date and amendments; an agency portal listing alone is not the controlling order.
Wyoming Oil and Gas Conservation Commission
Created under Wyoming’s Oil and Gas Conservation Act, the WOGCC principally addresses conservation, prevention of waste and protection of correlative rights. Its public records can include well information, drilling and completion data, production, hearings, spacing or pooling orders and operator filings.
Regulatory documents and effective scope
An agency order may specify a formation, drilling spacing unit, particular sections, permitted wells, spacing modifications or pooled interests. Read the signed order and exhibits, not just a database map symbol, to identify acreage, unit configuration and effective dates.
Permit and operations workflow
A proposed well may require operator filings, an application for permit, surface access arrangements, regulatory notices, appropriate geological or engineering support and environmental approvals from the applicable authorities. A permit does not settle every outstanding private mineral title question.
Wyoming administrative rules
Administrative rule chapters change. Retrieve the current promulgated text and historical version applicable to an operation from the official Wyoming rules site. Keep the effective date and notice of amendments with every registry entry.
Other state authorities
The State Land Office or Office of State Lands and Investments administers many state-trust land and mineral leasing matters. Environmental Quality, State Engineer, transportation and local land-use regulators may have distinct responsibilities depending on operations, water and facilities.
Federal and tribal overlay
Federal mineral leases, approved unit agreements, or Indian trust minerals can require BLM and BIA processes, including permissions that are distinct from the WOGCC regulatory process. State conservation orders do not by themselves authorize drilling or leasehold rights on unleased federal minerals.
Owner participation
Find the well or docket, obtain the application and exhibits, review notice and protest deadlines, evaluate how the proposed spacing or unit affects a tract, preserve objections, and attend or participate in hearings according to current procedures.
Authorities
WOGCC; WOGCC Hearings; Application and Order Templates; Wyoming Administrative Rules; Wyoming Legislature.
Bottom line
Identify the legal property interest and relevant instruments, record the exact source of each assertion, preserve the evidence and use qualified independent professionals when title, fiduciary authority or legal remedies are disputed.
Sources and scope
This guide provides general education. Verify effective dates and the application of authorities to the particular facts. Consult the linked official sources and the original deeds, leases, orders and other records before acting. Browsing this guide or sending an inquiry does not create a professional engagement; services require a separate written agreement.
Regulatory source hierarchy (October 2026): For Wyoming oil and gas operations, distinguish enacted Wyoming statutes, effective agency rules, and well- or unit-specific Wyoming Oil and Gas Conservation Commission orders. A commission portal or agency landing page is not proof of the terms of a particular order. Record the docket or order number, issue and effective dates, subsequent modifications, and related federal approvals before relying on a specific regulatory determination.
